CITY COUNCIL WORK SESSION JANUARY 5, 2000
Ms. Julie Schwartz came forward and stated the rink was built illegally with no permits.
If the vacation is allowed it is rewarding the violator. She stated the rink is obtrusive.
She indicated she has incurred hundreds of dollars in expenses for attorneys, surveyors,
etc. Because of the large discrepancy in the two (2) surveyor's, the City should be
required to obtain a third surveyor. It is possible that the rink is in violation of the
Shoreland Ordinance. She noted the letter from the Anoka Conservation District and the
recommendations from the Environmental Board are not included in the staff report. She
asked Council Members to read those items.
Ms. Schwartz continued stating the City is setting precedence if it allows the rink. There
are currently two (2) other rinks within the City. Approval would be opening the gate for
more rinks. She noted that other cities would never have let the issue get this far. She
stated the following outstanding issues have not been discussed in detail:
1. Lights and the easement area.
2. Swale design.
3. Future use of the easement and subdivisi
4. Changes in plat requirements.
Ms. Schwartz requested discussions be held i her property is needed.
