• • • CITY COUNCIL WORK SESSION JANUARY 19, 2000 This item will be on the February 9, 2000, Council work session. TOWN CENTER DEVELOPMENT UPDATE, BRIAN WESSEL Staff distributed a schedule of Planning and Zoning Board special meetings to address the rezoning of the Town Center. Development Guidelines are being put together and the access issue is being worked on with a representative of Mr. and Mrs. Tagg. Mr. and Mrs. Tagg are also working on a commercial development plan for their property. Staff continued advising that Mr. Baylor must revise his preliminary plat showing the new road alignment. That effort will expedite his effort for final plat approval. This issue will be discussed at the February 9, 2000, Council work session. Council action will be requested on February 14, 2000. The City Attorney has advised a developer's agreement will not be necessary if there is concurrence on the road. Staff noted development standards for the Town Center are a Planning and Zoning issue. Staff advised Mr. Re ein has hired RSP to look at a master plan for the area. The group has looked at different possibilities for general discussion items. No serious proposals have been made. Council Member Carlson expressed concern regarding the Comprehensive Plan and how it relates to this. Traffic and shifting the light industrial area is an issue. She asked if EDAC is a discussion group. Staff advised EDAC is a discussion group only. There has been no formal direction given in regarding to rezoning. Council Member Carlson also expressed concern regarding information going out to citizens. She stated there is a big difference between regulations and zoning amendments. She requested clearer information be given to citizens.
