CITY COUNCIL WORK SESSION JANUARY 19, 2000 <br />Staff advised the two (2) parties have agreed to allow staff to facilitate the discussion. <br />Council Member Carlson referred to the October 1999, Planning and Zoning Board <br />minutes. The minutes indicated neighbors stated the Church is under great pressure to <br />cooperate with the developer and that neighbor had characterized the developer as <br />abusive. <br />Staff advised they have not yet gotten involved. The City's interest is in the road only. <br />Staff noted they would have to get involved if the landowner petitions for public road <br />improvement. <br />Mayor Bergeson advised staff have been authorized to help facilitate an agreement <br />between the two -(2) parties. <br />STAFF REQUEST FOR CDBG FUNDS, LINDA WAITE SMITH <br />The City Administrator distributed a memo regarding staff request ��� fi: G funds. <br />Staff advised requests for the Septic System Ordinance and reservation <br />Development were approved last year and are underway. h �a a a: - n concern <br />regarding the maintenance of Native Plantings, they 11. ve been requested to <br />establish a Native Planting Program. <br />Council noted dollars for the Senior C o r is not on the list. <br />Council directed staff to provi <br />discuss this issue at the Fe <br />recommendation at that <br />CHARTER CO <br />in the Friday packet. Staff will provide a <br />.1 action will be taken February 14, 2000. <br />APPOINTMENTS, RY-CHEL GAUSTAD <br />Staff referred to a le sent to Council Members regarding the situation of the Charter <br />Commission. Appointments have been made to seven (7) applicants resulting in 16 <br />members. State Statute allows for only 15 members. <br />Discussions have been held with Charter Commission Chair John Sullivan. The <br />Commission determined that the seven- (7) applications would be reissued to the Judge <br />with a request that six (6) appointments be made. <br />Staff noted Council does not have jurisdiction over the Charter Commission. <br />Council Member Carlson noted she does not agree with the process or recommendation. <br />She stated it is a poor reflection on the Charter Commission because they did not follow <br />their by-laws. <br />8 <br />
