COUNCIL MINUTES JANUARY 24, 2000 <br />and outdoor storage an interim use in the LI Zoning District, when the storage is a principle use. <br />This action was taken to facilitate the exterior storage for Molin Concrete as an interim use. <br />Staff indicated they believe it should remain in the ordinance as a conditional use when it is <br />accessory to the principle use. <br />The City's Economic Development Advisory Board has concurred with the staff <br />recommendation and the Planning and Zoning Board held a public hearing on January 12, 2000, <br />to review the amendment. The Planning and Zoning Board recommended some additional <br />conditions which have been added to the Ordinance and moved approval of the text amendment <br />on 7/0. <br />Council Member Dahl asked about the difference between the ordinance written in July, 1997, <br />and this ordinance. Staff advised the 1997 ordinance did not include the provision E through J <br />from above. The special provisions for all accessory storage have been enhanced. Staff advised <br />the deletion of accessory storage with a conditional use permit was an over site and not <br />intentional. <br />Council Member Carlson expressed concern about the speed of m <br />the City process, the request for conditional use rather than int <br />Industrial parks, and the lack of regulation regarding what c <br />nance through <br />ct on other Light <br />Mr. Tom Inman, representative for H & L Mesabi ..° o and stated the storage ratio is <br />guided by the size of equipment being stored. Th site used for storage is in Hibbing. <br />The previous location in Blaine could not rage. He continued stating H & L <br />Mesabi worked very closely with stafocation for the project. Staff was very <br />specific about the location. The provisions in the new ordinance would <br />to restrict uses. Staff clarified the definition regarding <br />The City Attorney noted staff worked on fitting the project into an interim use. However, storage <br />is not the company's principle use. He advised he feels comfortable with the City passing the <br />new ordinance. <br />Council Member Dahl suggested the item be tabled and discussed at the next work session. <br />Staff advised the land transaction cannot be completed until all City approvals are received. The <br />timeline for the purchase agreement is March 15, 2000. Staff added they believe the City is <br />getting a better ordinance with the amendment. <br />Council Member Carlson asked about the other Light Industrial parks within the City. She stated <br />the City should put an ordinance before the business. She referred to the minutes from the <br />Planning and Zoning Board meeting regarding changing the ratio of storage. <br />12 <br />
