CITY COUNCIL WORK SESSION FEBRUARY 23, 2000 <br />Staff sent a fax to Mr. Babacas regarding the Environmental Impact Statement and his <br />local representative. Staff received a fax back indicating Mr. Vincent is the local <br />representative. <br />Staff advised they are concerned about time being spent on the project. Publicity has <br />created an opportunity for additional discussion regarding the project. <br />Staff distributed a memo and attached letter from Mr. Vincent. The memo suggested <br />Council determine if the project is beneficial to the community. If the City does have <br />interest, an escrow should be requested and the EIS process should be started. <br />The attached letter indicated Mr. Babacas's intent to move forward with the MN Star <br />Dome project in Lino Lakes. <br />Mayor Bergeson advised he would like to see a quick Lino Lakes anal sis done by staff <br />regarding the impact on the City. Council needs more information ed. Staff distributed the first part of <br />the draft document. <br />Staff advised it is anticipated that a public hearing will be held at the April, 2000, <br />Planning and Zoning Board meeting. Notices will be sent to the landowners. <br />Staff advised they have been in contact with the Gibbs group. The Gibbs group is <br />working on additional data. Concerns have been raised relating to density and the <br />additional cost relating to the design standards. The Gibbs group will be providing <br />examples of successful projects. <br />2 <br />
