ROPOSAL, JOHN POWELL <br />Staff advised this it involves water service to the City of Hugo and the vacation of <br />Elmcrest Avenue. A etropolitan Council interceptor will provide sewer service. The <br />Council requested more information regarding the street vacation, buffer treatment, and <br />location of the roadway emergency access. <br />Mr. John Uban, representative for the project, came forward and reviewed the plans for <br />the development showing both the City of Hugo and Lino Lakes. He noted that Elmcrest <br />sits on the County line as well as the City line. <br />The plan consists of a new roadway system where the residential area is next to the <br />industrial site. The new roadway system will be part of Phase I. The new roadway <br />system will produce a safer system and the cost will be borne by the developer. The <br />project involves a vacation request of the right-of-way south of Main Street. The right- <br />of-way will then become a trail with vegetation to act as a buffer. <br />1 <br />
