COUNCIL MINUTES MARCH 27, 2000 <br />Council Member Carlson voted yea. Council Member Dahl voted yea. Council Member O'Donnell • <br />voted yea. Council Member Reinert voted yea. Mayor Bergeson voted yea. <br />Motion carried unanimously. <br />Ordinance No. 04 — 00 can be found at the end of these minutes. <br />Resolution No. 00 — 36, Approve Plans and Specifications and Authorize Advertisement for <br />Bids, 2000 Water Surface Management Project, John Powell — Staff advised after storm water <br />ponds and drainage was are constructed, they require periodic maintenance to ensure their <br />effectiveness. Three (3) sites have been identified for maintenance in 2000. The site include a pond <br />in Reshanau Park Estates 2nd Addition; a pond in Fox Trace; and a ditch located on the north side of <br />Birch Street at Totem Trail. The maintenance activity required at these sites is more extensive than <br />what is typically undertaken by Public Work staff. The selected sites also have limited accessibility. <br />They have been combined into one project in order to minimize mobilization costs. <br />The funding for this work is provided by the Surface Water Managem <br />established in 1992 as a revenue source in order to meet the "admi <br />mitigation, and water quality needs" of the City. Staff <br />advised all property ow h'a`ve been contacted. <br />Mayor Bergeson inquired about the City responsibility and the County responsibility regarding the <br />ditches. Staff advised the County responsibility includes the main trunk ditches such as County <br />ditches and lake ditches. Ponds serving subdivisions are the responsibility of the City. Staff noted <br />that once the Birch Street culvert is cleaned, the County will run the lines. <br />Council Member Carlson moved to adopt Resolution No. 00 — 36, as presented. Council Member <br />O'Donnell seconded the motion.
