SPECIAL COUNCIL WORK SESSION APRIL 12, 2000 <br />Mr. Smyser noted the mixed use, highway, and civic district standards. He next <br />addressed the concept of a floor area ratio, which considers the ratio between the floor <br />area and size of the lot as opposed to the size of the building or maximum impervious <br />area. It is desired to have high-density commercial development that would encourage <br />higher density arrangements. Mr. Smyser stated they would like to see some type of <br />residential uses on the upper floors of commercial buildings. <br />Mr. Smyser noted the many illustrations and charts contained within the design standards <br />which are extremely helpful. He explained situations where the build -to lines would not <br />govern. The building height will be addressed in the mixed-use area with both minimum <br />and maximum building heights. He noted the information relating to the concept of <br />towers, an architectural feature that exceeds the height of the other buildings to create <br />visual foci to attract people both visually and physically. <br />Mr. Smyser reviewed the setbacks, building articulation to provide visual interest, and to <br />define the character of the area.
