SPECIAL COUNCIL WORK SESSION APRIL 12, 2000 <br />about that potential and would like to see the actual agreement with the Metropolitan <br />Council. <br />Mr. Smyser stated this would be a new zoning district and apply only to the Town Center. <br />Council Member Carlson read language from Page 9 of the plan indicating: "Minor <br />adjustments to the Land Use Plan are permitted at the discretion of the City Council, if <br />the Council finds they are consistent with the intent of the Development Standards." She <br />stated she finds that language very confining with regard to future action being limited to <br />minor adjustments. Council Member Carlson suggested it be reworded to allow more <br />discretion by the Council in its future actions. <br />Mr. Smyser explained the rationale behind establishing a maximum setback as opposed to <br />a minimum setback to allow more accessibility, a better pedestrian scale, and a pleasant <br />pedestrian pathway. He explained that this is also one of the more controversial parts of <br />this plan, including having the parking lot behind the building rather than directly on the <br />street. He explained this is an unusual configuration so staff has re z' urban <br />development and determined it is not a problem with willing d 1 <br />Mayor Bergeson noted this is a similar configuration to <br />e Bear Lake. <br />Council Member Carlson stated her concerns t d construction up to 77th <br />Avenue since there is an existing neighborho • F; ludes Mr. Vacha who wants to be <br />informed, the open space for the McD t and whether that is consistent <br />with the Environmental Plan or th t anticipated for the other three corners, <br />making progress with the Tag •ac and funding source. She stated this can <br />be an attractive project if she wished the Council had been brought <br />into the discussion earlib p ss. Council Member Carlson stated it is her hope <br />that issues of conc , s can�1. ositively addressed and resolved. <br />Mr. Powell stated tsion of the road was clearly stated previously and Mr. Vacha <br />was informed of tha `' a. ct. <br />Mr. Smyser agreed that access to Lake Drive is a big issue. Mr. Powell concurred and <br />commented on the impact of additional access points. He stated the City and County are <br />in agreement with what they are requiring in that regard. <br />Mr. Smyser next addressed the build -to lines and explained the desire to create a design <br />for pedestrians as well as vehicles by locating building entry points. <br />Mayor Bergeson asked if there will also be building entrances off the parking lot. Mr. <br />Smyser answered affirmatively. Mayor Bergeson noted the business owner's concern <br />raised if there are two points of entry due to security and the need for two cash register <br />stations. <br />2 <br />
