CITY COUNCIL WORK SESSION JUNE 7, 2000 <br />Tim Baylor, JADT, came forward and stated he wishes to express his concerns to the <br />Council this evening. He stated he is not a bad or angry man but it is important that he <br />maintain his integrity and ethics. He stated he feels his integrity is being challenged. <br />Mr. Baylor continued stating he has never talked about any litigation regarding this issue. <br />He has not held up the final plat. He stated he has a very strong relationship with <br />McDonald's. He reviewed the background of the project and distributed copies of the <br />land appraisal to Council Members. He stated he is concerned about fairness and good <br />business practice. He stated the appraisal analysis does not reflect market value and did <br />not utilize the correct procedure. He stated he is not asking for anything but market value <br />of the property. He added that if the project does not move forward, everyone loses. <br />62ND STREET NEIGHBORHOOD MEETING (WEST SHADOW PONDS), JOHN <br />POWELL <br />Staff advised Rick Carlson has indicated he wants to move forward with <br />plan for West Shadow Ponds. Staff advised they are hesitant to speak to <br />the other cities because it may discourage future hook-ups to City service. Staff advised <br />they would like to proceed by preparing a feasibility study. After all options are <br />exhausted, staff will then contact the other cities. <br />Council directed staff to prepare a feasibility study regarding this issue and pursue all <br />options before speaking to the City of Shoreview or City of Circle Pines. <br />6 <br />
