Mr. James Keina. cle Pines City Administrator, distributed a memo from Chair Lesnar regarding the franchise update. A map was included indicating the areas that they hope the Council will designate to Circle Pines Utilities. The memo outlined information regarding franchise fees, level playing field, public safety, future planning and interim service. Mr. Keinath noted the Utilities Company is in the process of changing their name to Centennial Utilities. Council Member Carlson asked for clarification relating to what the Utilities Company is asking for. Mr. Keinath advised they are hoping the 1997 study would draw the Council to the conclusion of defining areas of service for providers. He referred to the area of the map in blue designating the Circle Pines Utilities portion. 1
