CITY COUNCIL WORK SESSION JULY 5, 2000 <br />Council Member Carlson asked if the concerns of the Environmental Board have been <br />addressed. Staff advised the concerns of the Environmental Board were addressed as <br />much as possible. <br />Council Member O'Donnell clarified that the project contains 77 new lots. He asked <br />when it is appropriate for the City to discuss a staging policy. <br />Staff advised that when looking at staging, the City must consider the financing of road <br />utilities. The City does not currently have a way to work that out under the public <br />improvement process. <br />The City Engineer advised when staging projects, the road improvements have to be <br />staged also. It is not always feasible to stage the improvements. <br />Council Member Carlson expressed concern regarding the Comprehen calling <br />for phasing to meet the development goals. She stated that if there or .y o (2) <br />large developments, all the housing goals are met. Without ph r ` chance <br />for smaller developers to develop their projects. Staff advised they have reviewed the tools in <br />the proposed Plan regarding the control of growth. A discussion still needs to be held <br />regarding the implementation of the Plan. <br />Council Member Carlson stated her concern is the implementation section of the Plan. <br />She stated that issue will be reviewed last and may take quite some time. <br />Staff advised they want to be sure Council Members are in agreement about the general <br />policies in the proposed Plan. <br />2 <br />
