CITY COUNCIL WORK SESSION JULY 5, 2000 Mayor Bergeson stated that in the short term, the City does not have much control over phasing. In the long term, the City has control in areas that need a rezone or additional MUSA. Council Member Carlson stated she needs more information regarding MUSA for the next Comprehensive Plan work session. Council Member Dahl asked if a phasing plan could be added as an amendment to the Comprehensive Plan. Staff advised it is better to look at the overall picture as opposed to adding amendments. Council Member O'Donnell stated phasing is a tool utilized by the City, when appropriate, to obtain a moderate growth rate which is based on the foundation of the Comprehensive Plan. The City Administrator advised the City Planner is preparing a response to the letter from Ms. Rosemary Williams. The City Administrator also advised she has kept staff apprised of the Council's progress on the proposed Comprehensive Plan. Council Member Carlson advised staff she changed her mind on the Dairy Queen project because they are working so hard to resolve the outstanding issues.
