CITY COUNCIL WORK SESSION JULY 19, 2000
usually related to noise complaints. It seems reasonable that residents should not burn 24
hours a day. Most complaints come from residential areas.
Council Member O'Donnell advised he agrees with the 3:00 a.m. cut off, however, a start
time of 4:00 p.m. limits lunch hour fires. _
Council Member Reinert suggested 9:00 a.m. to 3:00 a.m. He stated the high fee would
stop the burning; a low fee would pay for clerical fees.
Staff advised some residents get a permit for an extended period of time. A small fee
would avoid having to reissue the permits.
Council Member Dahl suggested the time be 11:00 a.m. or noon to 3:00 a.m.
Mayor Bergeson suggested Council look at the snowmobile ordinance regarding stop
time.
It was the consensus of Council to set a time for recreational fir
a.m. and a $5.00 permit fee. Staff
advised the Board of Appeal is set up in case someone does not think his interpretation of
the code is fair.
Mayor Bergeson advised the Department meets with a Board made up of all three (3)
cities. That should be the Board of Appeals. Staff advised that could be the Board of
Appeals. However, the ordinance has to be passed by all three (3) cities.
Council Member Carlson referred to the section regarding validity in the ordinance. She
stated it is confusing and the word "to" should be added. Staff advised they will look at
the addition of the word "to".
3
