Most complaints come from residential areas. <br />Council Member O'Donnell advised he agrees with the 3:00 a.m. cut off, however, a start <br />time of 4:00 p.m. limits lunch hour fires. _ <br />Council Member Reinert suggested 9:00 a.m. to 3:00 a.m. He stated the high fee would <br />stop the burning; a low fee would pay for clerical fees. <br />Staff advised some residents get a permit for an extended period of time.
