COUNCIL MINUTES AUGUST 14, 2000 <br />Council Member Carlson asked if the same standards will apply through the north/east and south/east <br />quadrants. Staff advised at this point the same standards will apply. <br />Council Member Dahl stated the Town Center standards received from the Planning and Zoning <br />Board and the copy she received in her Council packer are different. Staff indicated repeatedly at the <br />Planning and Zoning Board meeting that the language can be revised. She asked if the City is allowed <br />to change the mixed use or compact development plan or just the language. She asked how far the <br />changes can go. <br />Staff advised the purpose of the Town Center itself has always been a mixed use compact area. Staff <br />defined the term mixed use. <br />Council Member Dahl asked if that can be changed if the Council or staff feels it should. Staff has <br />indicated the zoning can be changed. She asked if the City is restricted in changing the zoning. <br />Staff advised the reason behind the Town Center is to change it to se. If the City decides <br />not to do so, there is no Town Center and the area will be left <br />Mayor Bergeson stated there are a lot of details to fill in r ti o th oncept plan. He stated that he does not <br />believe continuing will change anything because the details have not yet been discussed. <br />Council Member O'Donnell inquired about any risk of the grant if an endorsement is delayed. <br />The Economic Development Assistant stated the reason the standards were put on this agenda is <br />because an agreement is needed from the Council as soon as possible. The final grant application is <br />due September 11, 2000. The issue at stake is whether or not this Council endorses the idea and <br />concepts of the Town Center. <br />12 <br />
