COUNCIL MINUTES AUGUST 14, 2000 <br />• COMMUNITY DEVELOPMENT DEPARTMENT REPORT, BRIAN WESSEL <br />PUBLIC HEARING, Resolution No. 00 — 64, Adopt Assessment Roll, Twilight Acres 1st and 2nd <br />Additions, John Powell — Staff advised the public hearing for this item is continued from the July 24, <br />2000, City Council meeting. Many residents made statements and asked questions about the <br />proposed assessment amounts, the Public Improvement process (Statute 429), and the City Charter. <br />Specific information from the City Attorney and Charter Commission was requested in order to <br />clarify the 60 -day waiting period status. City staff has received and distributed opinions from both the <br />City Attorney and the Chair of the Charter Commission regarding this issue. <br />A resident also indicated he had contacted the Metropolitan Council and the Minnesota Pollution <br />Control Agency and received assurance there were funds available for this type of project. City staff <br />again contacted both of these agencies and the Minnesota Department of Health regarding grant <br />funding availability specifically to help pay assessments for connectio City utilities. Staff was <br />unable to identify alternative funding sources. Staff recommended <br />continuing the public hearing . t least until the August 28, 2000, Council meeting. <br />Council Member Reinert asked if City staff had contacted the individuals that residents indicated they <br />had spoken to about funding. Staff advised they contacted two individuals that Mr. Bye had indicated <br />he spoke with. Two representatives from the Minnesota Pollution Agency and the Department of <br />Health were also contacted. There is funding available for failing septics. There is no funding to help <br />pay for assessments for connection to City utilities. <br />Council Member O'Donnell moved to continue PUBLIC HEARING, Resolution No. 00 — 64, Adopt <br />Assessment Roll, Twilight Acres 1st and 2nd Additions, to the August 28, 2000, Council meeting. <br />Council Member Carlson seconded the motion. <br />Staff inquired about any Council objections regarding the steps staff will take explore further options. <br />
