To accommodate screening, the corridor was made 30 feet wide instead of <br />the standard 15'. <br />Staff advised this issue has been discussed with Mr. DeGardner, Director of Public <br />Services. He concluded that the trail should be included and should be in its proposed <br />location. Staff referred to a drawing that shows that moving the trail one lot would <br />require crossing (and filling) additional wetland. Staff also referred to a plan for <br />Birchwood Park that shows the planned trails. <br />Council Member Reinert asked when the park will be developed. Staff advised the actual <br />time table is unknown. It is intended that the trail will be paved right away. <br />Council Member O'Donnell asked if the alternatives outlined have been shown to the <br />homeowners. <br />Mr. Rick Carlson, developer, came forward and stated he has <br />homeowners. She stated she was not present at that meeting. She asked <br />how many votes will be needed to pass the project. Staff advised a 4/5 vote will be <br />needed. <br />The City Engineer advised the roadway would have a turn around constructed with <br />barricades. In the future the barricades will be taken down. <br />Council Member Carlson expressed concern regarding the language used in the memo. <br />She stated the compromise was to bring the residents in to help make a decision.
