COUNCIL MINUTES NOVEMBER 13, 2000 <br />Council Member Reinert moved to approve the final plat based on the findings in the staff report and <br />the following conditions: <br />1. The City will not sign the final plat until all Consent to Plat documents are in and <br />signed. <br />2. Approval is contingent upon the development agreement being signed and submitted <br />to the City. <br />Council Member Dahl seconded the motion. The <br />funds are awarded on a competitive basis. In order to be eligible for consideration for any of the <br />funding, a city must participate in the Local Housing Incentives Account Program. <br />Participation includes working toward long-range goals for a greater variety of housing. The City <br />does not need to adopt new goals at this time. The ones adopted in 1998 continue to apply. <br />There is no implied guarantee that the City will reach the goals. Current housing market conditions <br />make this extremely difficult. A second difficulty is that the census data used to examine the housing <br />11 <br />
