COUNCIL MINUTES NOVEMBER 27, 2000 <br />OPEN MIKE <br />Mr. Arnie Entzel, 6632 Pelican Place, came forward and asked if there will be a discussion regarding <br />the CSAH 49 project. <br />Mayor Bergeson advised the CSAH 49 project is on the agenda. The Council will have a discussion. <br />However, there is no public hearing this evening. <br />Council Member Carlson stated a policy has been set by the previous Council that allows residents to <br />speak during any item on the agenda. <br />No one else was present for open mike. <br />ADMINISTRATION DEPARTMENT REPORT, DAN TESCH <br />There was no Administration Department report. <br />FINANCE DEPARTMENT REPORT, AL ROLEK <br />There was no Finance Department report. <br />PUBLIC SAFETY DEPARTMENT REPOR E PCHIA <br />Joint Powers Agreement, Dan Tesch — S ,. �ra�' ed`e Anoka County Joint Law Enforcement <br />Council is proposing several changes to. • t powers agreement creating the Council. <br />Substantively, the agreement adds th e "m terville, and St. Francis to the Council. It also <br />changes the representation of the o p` ide for two (2) representatives appointed upon <br />recommendation of the sheriff County commissioners. The other changes in the <br />addendum are intended to be - .foie"the joint powers agreement to existing law. <br />Council Member Carlson approve the Joint Powers Agreement, as presented. Motion carried unanimously. <br />PUBLIC SERVICES DEPARTMENT REPORT, RICK DEGARDNER <br />There was no Public Services Department report. <br />COMMUNITY DEVELOPMENT DEPARTMENT REPORT, BRIAN WESSEL <br />PUBLIC HEARING, Bluebill Ponds Utility and Street Improvements, John Powell — Staff <br />advised the public hearing was continued from the November 13, 2000, City Council meeting. The <br />feasibility report for this project assumed Bluebill Ponds would be responsible for all street <br />construction costs, including those for the roadway abutting the Mar Don Acres lots. The developer, <br />Heritage Development, has objected to this approach. City staff needs additional time to identify <br />• <br />• <br />
