CITY COUNCIL WORK SESSION JANUARY 3, 2001 <br />light at 35W and Lake Drive. The City Engineer advised the developer and his attorney <br />are responding to the stoplight issue. <br />Mayor Bergeson asked if the City can make road improvements in time to meet the <br />schedule. The City Engineer stated that trying to determine their expectations will <br />determine what they request for subsidy. Who pays for what is a key issue relating to the <br />project. The City can physically provide what Target needs to open their doors. <br />Council Member O'Donnell inquired about the timeline regarding other retailers on the <br />site. <br />Mr. Palmquist stated identifying other retailers is a marketing question. It is beneficial to <br />the Ryan Companies to develop the sites concurrently with Target. He stated retailers <br />such as bookstores, electronics, office supply, restaurants and service tenants are potential <br />retailers. <br />Mayor Bergeson suggested staff review the revised schedule and C tions in detail <br />at the next work session. <br />Livable Communities Grant, Mary Alice Divine — Sta d next meeting <br />regarding the Livable Communities Grant has not y et. f will discuss issues <br />regarding flexibility on use of the grant funds ee o move ahead with the <br />grant. Staff is meeting with the development 5 ' � orrow. <br />Council Member Carlson stated sli oposals include senior housing and/or <br />assisted living housing. <br />Economic Feasibility ` ri Wessel — Staff advised Al Rolek is putting together <br />a recommendatio omic feasibility study that he will present to the Council at <br />the next work sessr �,'.lek believes the City will have eligible funding from the <br />initial grant for the y. he study will be a 60 -day study that will cost approximately <br />$10,000 - $12,000be completed by the end of March 2001. <br />The City Administrator advised Mr. Rolek feels the cost of the study can come out of the <br />budget if funds from the original grant can not be used. <br />Design Standards, Mary Alice Divine — Staff advised it is time to review the standards <br />and have a discussion regarding what the Design Standards are and what they are <br />supposed to do. The standards will be reviewed in sections. Staff provided a slide <br />presentation relating to the intent and goals of the Design Standards. Staff advised a <br />review of the residential portion of the Design Standards will be given at the next work <br />session. <br />Mayor Bergeson stated a decision regarding the Design Standards needs to be made soon. <br />
