Consider Recommendation to Appoint John Powell of TKDA as City Engineer for the Year 2001, Linda Waite Smith — Staff advised John Powell of TKDA has served as a consulting engineer for Lino Lakes for several years. Based on his performance, the City Administrator recommended to the City Council in August that the contract for engineering services between the City and TKDA be extended for the year 2001. Although Mr. Powell is an employee of TKDA and is bound by th ion d obligations of the contract between the City and TKDA, he serves as the City'so a t ��eer. His responsibilities include managing the City's Municipal State d em, submitting reports and permit applications to governmental agencies and servi 1 c ct for the City on all engineering issues. In order to formally authorize ire tion, City Council is being asked to officially appoint John Powell the City Engineer . ', akes through December 31, 2001. FINANCE DEPARTME Resolution No. 01 0 Waite Smith — Staff a in the amount of $332,0 ing the Issuance of 2001 Certificates of Indebtedness, Linda d ` e 2001 budget called for the issuance of Certificates of Indebtedness to be used for the purchase of capital equipment. The Area and Unit Fund has sufficient reserves to issue a loan to finance these purchases. A Special Levy will pay for this certificate in 2002, 2003, and 2004 and the levy proceeds will be credited to the Area and Unit Fund. Staff reviewed a list of the equipment to be funded with the 2001 Certificate of Indebtedness. Council Member Dahl moved to adopt Resolution No. 01— 04, as presented. Council Member O'Donnell seconded the motion. Motion carried unanimously. Resolution No. 01— 04 can be found in the City Clerk's office.
