COUNCIL MINUTES JANUARY 22, 2001 <br />It has been the practice of t he City Council to adopt the Water and Sewer Operating budgets by <br />resolution. Staff recommended Council adopt Resolution No. 2001— 08, adopting the final 2001 <br />Water and Sewer Operating Budgets. <br />Mayor Bergeson asked if the operating revenue numbers are based on the current rates. Staff advised <br />the operating revenue numbers are based on the proposed rates. The budget can be amended when the <br />final rates are approved. <br />Council Member Carlson asked if the budgets must be approved this evening. Staff advised there are <br />staffing issues relating to the budgets. The City has been delaying the hiring of a General <br />Maintenance Worker and part-time billing clerk. <br />Council Member Carlson asked if the budget can be amended if it is approved prior to the new rates <br />being approved. Staff advised room has been left in the budget to adjust those figures. A policy <br />decision regarding depreciation costs will be further discussed at the next work session. The budget <br />can be amended when the final utility costs are approved. <br />Council Member Carlson stated she believes the City should take <br />determining the final utility rates. As ' e City Clerk is in charge of official City documents, staff recommends Ms. <br />Ry-Chel Gaustad be appointed the data practices compliance official and be the individual designated <br />to receive questions and concerns regarding access to data or other data practice issues. <br />Council Member Carlson suggested the name of the City Clerk, Ry-Chel Gaustad, be added to the <br />resolution. She asked if the resolution would then have to be brought back each time there is a <br />different City Clerk. Staff advised it is best to name a particular individual. <br />Council Member Carlson suggested naming an alternate in case the City Clerk is absent. The City <br />does need access to government data. Staff advised it is a good idea to have an alternate that has <br />access to government data. The City may designate the Deputy Clerk as an alternate. However, the <br />City Attorney can be contacted if necessary. <br />
