CITY COUNCIL WORK SESSION FEBRUARY 7, 2001 <br />The Finance Director stated the problem with the old rates is they did not factor in <br />depreciation. He reviewed the expenses and revenues over or under expenditures for <br />2001— 2003 relating to the utilities. Staff advised the Council must decide if the rates <br />should be increased immediately or phased in. <br />DISCUSS AFSCME CONTRACT, DAN TESCH <br />Staff advised negotiations of a proposed 2001 labor contract with the AFSCME <br />bargaining unit has been completed. The union membership voted to ratify the proposed <br />contract last week. The City Council needs to ratify it before it can be adopted. <br />Staff advised there are no language changes in the contract. Changes from the previous <br />contract include: <br />1. A three percent cost of living adjustment, retroactive to January 1, 2001. <br />2. Inclusion of two (2) additional positions: Office M blic Services <br />and Accounting Clerk -Utility Billing/PC Techn. <br />3. Uniform allowance for the two (2) Buildin ne <br />Environmental Specialist ($355 annually, 49 contract) <br />4. Market adjustments to three (3) posi re' s 2%; Senior <br />Coordinator, 4%; Community <br />This item will appear on the regular Conday, February 12, 2001, 6:30 <br />p.m. <br />CONSIDER EDAC VA .._ N SCH <br />Staff advised the ; C cy was re -advertised as a one-year term. (2) year term. <br />Council directed staff to re -advertise the EDAC vacancy noting it is for a two (2) year <br />term. <br />COMPREHENSIVE PLAN UPDATE, DAN TESCH <br />Staff advised the next Comprehensive Plan work session is schedule for Friday, February <br />16, 2001, 7:00 a.m. Al Brixius and the City Planner will be present. <br />SPECIAL COUNCIL MEETING WITH TARGET, DAN TESCH <br />Staff advised the only times in February to meet with Target for a special meeting is on a <br />Saturday. <br />8 <br />
