CITY COUNCIL WORK SESSION FEBRUARY 7, 2001 <br />This item will be on the regular Council agenda Monday, February 12, 2001, 6:30 p.m. <br />VICTOR GARDENS/HUGO, JOHN POWELL <br />Staff distributed a handout regarding information on Victor Gardens, a subdivision in <br />Hugo. Staff noted there have been some changes in the plat since the name was changed <br />from Wenzel farms to Victor Gardens. The biggest change is the developer is trying to <br />develop more of a traditional neighborhood type development similar to liberty on the <br />lake in Stillwater. With the original request for a vacation of Elmcrest Avenue, use of the <br />vacated area was for a trail and berm. The new proposal shows a driveway access area <br />will be used in the vacated area because garages are in the back of the homes in certain <br />areas. <br />Powell added that two (2) readings of the ordinance vacating Elmcrest were held but the <br />ordinance was not published because the developer had indicated the plan would change. <br />Powell reviewed the terms contained in his February 2, 01 memo to the City Council on <br />this mater. <br />Council Member Carlson asked what will happen to Elmcr e sed the gravel <br />road will be taken out and the area will be re -graded. <br />Powell clarified that the Police Chief and Fire i ew the plan relating to <br />emergency access. <br />Mr. Pratt, developer for the plan, c <br />of the street in place of a trail. <br />There will also be provisi <br />Council Member <br />problem in Clearw <br />problem. Staff reviewed <br />the proposed changes for the year 2001— 2003 relating to sewer and water. Staff noted <br />the proposed rates do include full depreciation. Staff reviewed an example of what the <br />new rates would mean for a typical resident and a low user resident. <br />Council directed staff to publish the proposed rates. <br />7 <br />
