COUNCIL MINUTES APRIL 9, 2001 <br />Council Member Carlson moved to appoint Mr. Bill Hicks to the Economic Development Advisory <br />Committee, for the remaining two (2) years of the three (3) year term. Council Member Reinert <br />seconded the motion. Motion carried unanimously. <br />PUBLIC SAFETY DEPARTMENT REPORT, DAVE PECCHIA <br />Consider Contract with Centennial School District for Liaison at Senior High School, (3/5 Vote <br />Required), Dan Tesch — Administration Director Tesch advised the Lino Lakes Police Department <br />has been requested by the Centennial School District to provide an officer for the Centennial Senior <br />High School for the remainder of the school year 2000-2001. The Lino Lakes Police Department is <br />requesting that the City Council approve the Senior High Youth Resource Officer Service Agreement <br />through the Centennial School District for the remainder of school year 2000-2001. <br />Council Member O'Donnell moved to approve request to enter into agreement with the Centennial <br />School District for the Senior High Youth Resource Officer program, esented. Council Member <br />Reinert seconded the motion. Motion carried unanimously. <br />PUBLIC SERVICES DEPARTMENT REPORT, RICK G <br />Consideration of Resolution No. 01— 52, Approvin Pu `' has_ reements and Authorizing <br />Condemnation for Black Duck Drive Trail, (4/5 V'< dire ), Rick DeGardner — Public <br />Services Director DeGardner advised at the Janus` 001, ity Council work session, the Council <br />reviewed the terms of the proposed purchase ag emenwith the affected property owners to obtain a <br />15 foot wide trail corridor at the end of Blae for a public trail. The City Attorney has <br />prepared the legal documents to execute eements with the property owners at 6993 Black Duck <br />Drive and 6998 Black Duck Drive. c Director DeGardner referred to copies of the <br />purchase agreements. <br />Though the Reshanau Park E �'' ' om wners Association (RPEHA) has agreed to terms with the <br />City to sell approximatel 4,952 e feet, restrictions in the RPEHA bylaws make it difficult and <br />expensive to complete thi �� • n. Therefore, the RPEHA has requested the City of Lino Lakes <br />begin condemnation proceed ng to acquire the land agreed upon in the purchase agreement. This <br />requires that the City Counc direct the City Attorney to begin condemnation proceedings for the <br />described property located in Outlot A and Outlot B. All provisions pertaining to the voluntary <br />agreement for the RPEHA to sell approximately 4,952 square feet to the City of Lino Lakes will <br />remain in effect throughout the conclusion of the condemnation process as follows: <br />The RPEHA will be paid $20,000 <br />The City will assure perpetual access for the RPEHA to its Outlots, including vehicular access <br />to the boat ramp. <br />Signage will be placed at the trailheads indicating that only authorized vehicles are permitted. <br />4 <br />
