CITY COUNCIL WORK SESSION JUNE 6, 2001 <br />Lino Lakes Marketplace EAW, Jeff Smyser — City Planner Smyser distributed copies <br />of the Lino Lakes Marketplace Environmental Assessment Worksheet. He stated the <br />report has been sent to all the necessary state agencies and it will be posted in the EQB <br />Monitor next week. He noted the worksheet portion of the report could be reproduced for <br />interested parties. Also, the entire report can be supplied if requested. <br />Council Member Carlson expressed concern that the City has not yet received a <br />commitment from Target or Kohls. Economic Development Director Wessel stated <br />Target has made a real commitment to the project. An escrow has been in place for quite <br />some time. The City can request something in writing if necessary. He noted that Lino <br />Lakes is the preferred site but Target does have other options. <br />Council Member Dahl asked if McDonald's is part of the EAW study. City Planner <br />Smyser advised the traffic study itself included the whole site, which included <br />McDonald's. However, McDonald's itself is not part of the study <br />Economic Development Director Wessel noted that he has ,dDo n d's still wants <br />to locate in Lino Lakes. <br />City Planner Smyser advised the Council will deternin f an is necessary after all <br />public comments are received. <br />MOLIN CONCRETE, JEFF SMYSER <br />Mr. Randy Molin, Molin Concrete, c d distributed a handout regarding his <br />comments relating to the condition prepared by staff. He reviewed the <br />conditions from the 1997 appro c;, ents in detail noting the status of each <br />condition. He indicated he i - + OSHA for a variance to eliminate beeper use <br />between the hours of 6:0 a.m. <br />City Planner Smyser .`rixius thought the beeper condition only related to the <br />northern portion of the. aff will verify that information with Mr. Brixius. <br />Council Member Carlson expressed concern regarding all the outdoor storage being <br />screened, with an item such as a sound wall. She stated she wants to see a resolution with <br />OSHA. <br />Mr. Molin stated he has a question regarding a berm and an additional row of trees. <br />Mayor Bergeson directed staff to work with Mr. Brixius to determine the City's intent <br />regarding the berm and additional row of trees. <br />Mr. Molin stated he is also asking to be allowed to eliminate the irrigation system from <br />the conditions of approval. <br />2 <br />
