COUNCIL MINUTES AUGUST 13, 2001 Council Member Carlson clarified that the City has the option to reconstruct Elm Street and then borrow ahead for 62nd Street and Holly Drive. City Engineer Powell stated the Council can make the decision to borrow ahead or bond for the projects. Mayor Bergeson inquired about the scope of Holly Drive. City Engineer Powell stated Holly Drive would probably take 4-5 years of allocation. Council Member Carlson stated she is concerned about road construction before a project goes in. The roads should be built before the development goes in. Council Member Dahl stated she agrees that roads should be put in before the development goes in. She indicated she is still in favor of the extension to County Road J. Mayor Bergeson advised there is a motion on the table to approve the.ne as outlined by staff. Mayor Bergeson stated the City Engineer laid out what would be required to reconstruct 62nd Street and Holly Drive. The Council needs to consider their willingness to tie up State Aid funds to resolve the road issues. Council Member Dahl stated she wants to allocate State Aid funds to reconstruct 62nd Street due to safety issues. 16
