• • COUNCIL MINUTES AUGUST 13, 2001 Council Member O'Donnell asked if it is possible to make the conditions of approval include approval of the rezone and MUSA. City Planner Smyser reviewed the conditions of approval noting there is already a condition relating to the rezone and MUSA allocation. A condition of approval relating to the road issue could be added. Council Member Dahl asked if that condition would stick. City Planner Smyser stated it is very common to condition plat approval on rezoning and MUSA. Council Member Dahl asked if the conditions can include the reconstruction of 62nd Street. City Planner Smyser stated that is up to the Council. Community Development Director Grochala stated the issue is timing and the timing is dictated by the Council. The Council can condition approval of the development on having 62nd Street reconstructed first. City Administrator Waite Smith stated what Council Member D.,s loo g for is whether the Council will agree to that condition. City Planner Smyser added t following conditions per Council direction: 1. A trail shall be constructed on 62nd Street. 2. 62nd Street shall be constructed as soon as feasible. 3. Feasibility studies shall be initiated for 62nd Street and Holly Drive as soon as possible. Council Member Dahl asked if the old feasibility study would work. City Engineer Powell stated staff will use as much information from the old study as possible. Council Member Dahl asked if the added conditions protect the reconstruction of Elm Street. City Engineer Powell stated he believes Elm Street will be reconstructed next year.
