• <br />• <br />COUNCIL MINUTES AUGUST 13, 2001 <br />Council Member O'Donnell asked if it is possible to make the conditions of approval include <br />approval of the rezone and MUSA. City Planner Smyser reviewed the conditions of approval noting <br />there is already a condition relating to the rezone and MUSA allocation. A condition of approval <br />relating to the road issue could be added. <br />Council Member Dahl asked if that condition would stick. City Planner Smyser stated it is very <br />common to condition plat approval on rezoning and MUSA. <br />Council Member Dahl asked if the conditions can include the reconstruction of 62nd Street. City <br />Planner Smyser stated that is up to the Council. <br />Community Development Director Grochala stated the issue is timing and the timing is dictated by <br />the Council. The Council can condition approval of the development on having 62nd Street <br />reconstructed first. <br />City Administrator Waite Smith stated what Council Member D.,s loo g for is whether the <br />Council will agree to that condition. <br />Council Member Carlson stated Elm Street has to be reco <br />Mayor Bergeson stated there is funding in place for El . Council Member Reinert withdrew the <br />second. <br />City Planner Smyser added t following conditions per Council direction: <br />1. A trail shall be constructed on 62nd Street. <br />2. 62nd Street shall be constructed as soon as feasible. <br />3. Feasibility studies shall be initiated for 62nd Street and Holly Drive as soon as possible. <br />Council Member Dahl asked if the old feasibility study would work. City Engineer Powell stated <br />staff will use as much information from the old study as possible. <br />Council Member Dahl asked if the added conditions protect the reconstruction of Elm Street. City <br />Engineer Powell stated he believes Elm Street will be reconstructed next year. <br />
