• <br />COUNCIL MINUTES AUGUST 27, 2001 <br />Mayor Bergeson stated the road will go in. The City will own the severed parcel. There is an <br />informal agreement to sell it to Ryan Companies. He indicated he believes that sale will happen and <br />this is not an issue. <br />Council Member Dahl questioned the reason the right-of-way needs to be dedicated. Community <br />Development Director Grochala stated when property is developed, typically the right-of-way is <br />dedicated. The City would still need to purchase some of it. <br />Council Member Dahl stated she has wanted Target for a long time but she has always asked about <br />the subsidy. She indicated she realizes a lot of time has been put into this project. But it is a major <br />project and it needs to be done right. She stated she believes this is a package deal and every motion <br />is contingent upon another. She indicated that in order to vote for this, she has to have all the parts <br />and she does not have that now. She stated she had asked that the residents and business owners on <br />77th Street be involved in finding a solution. She stated that if she votes yes she is not listening and <br />she can't do that. Everyone needs to give a little to get this done. The road ituation on 77th Street is <br />still up in the air. The Council just received the feasibility study toni: n + ded she wants this to <br />happen but there are still issues that have to be worked out. <br />Mayor Bergeson stated he does not understand the comme t bo' or, ng it out. R on the edge of the area that are against it. <br />The City is on the brink of losing this will sit there for many years. The City has <br />not had a proposal for that land fo t s. So, is the amount <br />the City has to pay for the property and there is no written agreement with Ryan to purchase it. The <br />
