COUNCIL MINUTES SEPTEMBER 10, 2001 <br />He thanked Council Member Carlson and Dahl for abstaining on the vote. Any money this will cost <br />the City is because the City rezoned without a development. He stated the Council should stand firm <br />and not let Target nickel and dime them. <br />Mr. Ryan Kenny, 6299 Red Maple Lane, stated he has filled out many job applications and the spots <br />are already filled. Lino Lakes does not have enough job opportunities for all the homes that are being <br />built. Target would be a good job for students. He indicated he has learned about business in school <br />and want to earn money to apply what he has learned. <br />Mr. James (?), 3888 5`h Avenue, stated he wants the Target here because he needs a job and college <br />money. He has learned in school that you should get jobs early. He stated he has applied for a lot of <br />jobs but there are never any openings. He stated he is happy about Target and Kohl's so he can get a <br />job. <br />Mr. Kenny added that Target does give back to the community. <br />Mr. John Johnson, 261 Elm Street, stated he is disappointed that resid <br />and have to wait until after the public hearing is over. Council Member Dahl <br />seconded the motion. Motion carried unanimously. <br />Finance Director Rolek outlined the business subsidy proposal and explained the abatement process <br />and how abatement works. He noted the differences between tax abatement and TIF. The City is not <br />committing any general tax dollars. The tax dollars will only be abated if the development goes <br />forward. The City will still collect taxes, then rebate them for five (5) years or the final figure, <br />whichever comes first. There is no immediate need for the dollars that will be used for this project. <br />The infrastructure costs will be assessed back against the development and will be collected over a <br />period of time. <br />Mayor Bergeson called for a short recess at 8:52 p.m. <br />10 <br />
