In addition to <br />increasing the tax base, a project receiving a subsidy should promote one or more of the following: <br />• <br />1. Compliance with Comprehensive or Other Plans. <br />2. Development of Marginal Property. <br />3. Upgraded Design and/or Other Amenities. <br />4. Utilization of Existing Infrastructure Investment. <br />5. Direct Monetary Return on Public Investment. <br />6. Leveraged Funds. <br />7. Spin -Off Development. <br />8. Growth Potential. <br />9. Community Services. <br />10. The YMCA has made a commitment to this community and is very excited about that. One <br />reason for that is the potential for new business and growth within the community. The YMCA needs <br />residents and the financial support from the businesses within the community. He added that he <br />hopes the City will support this type of planned growth. <br />Mr. Paul Tralle, 945 Evergreen Trail, stated he is in support of the Target project. The jobs and <br />development are needed for the City. He stated he has lived here for 14 years and has to drive to 3-4 <br />different towns to do shopping. He stated a sit-down restaurant would be very nice for the City. He <br />indicated he is sorry for those residents who are very close to the development, but that is part of <br />growth. Another development may come to the City, but will not give back to the community like <br />Target will. He stated he is very much in favor of the project. <br />5 <br />
