Mayor Bergeson stated he believes the City needs to take a long-term view. The median is not the best solution but the City should look at what potentially could happen, such as the realignment of 77th Street in the future. Access to parcels from the backside is another long-term possibility. This is not the most ideal solution but there are options for the future and the City needs to continue to look at them. Resolution No. 01-160, Declare intent to Bond (3/5 Vote Required), John Powell — City Engineer Powell advised the City is required to declare its intent to reimburse project costs from bond proceeds prior to encumbering project costs. This is a non-binding declaration that must take place in order to finance projects in this manner. The Lino Lakes Marketplace Ste and Utility Improvement project may be financed through bond proceeds. Consider Resolution . 01-157, Joint Powers Agreement with City of Hugo for Water Service (3/5 Vote Required), John Powell — City Engineer Powell advised this agreement allows Lino Lakes to provide water service to the City of Hugo. The agreement includes the following: 1. The water service is for residential land uses only. 2. The agreement expires four (4) years from its execution. 3. Water use is billed at the City's rates plus 10%, in accordance with City policy. Lino Lakes will provide one bill to the City of Hugo; Hugo will bill the individual users. 4. The developer will pay for the extension of the water main to the Hugo border. Lino Lakes will pay for 50% of the meter cost. 13
