COUNCIL MINUTES SEPTEMBER 24, 2001 <br />5. The water users in Hugo that are connected to Lino Lakes water are required to adhere <br />to any and all water system related ordinances and policies in place of Lino Lakes. <br />6. The developer will be required to provide financial security for improvements within <br />Lino Lakes consistent with current City policy. <br />The water main extension and meter along Cedar Street will be installed this year. The Victor <br />Gardens project has not yet received final plat approval from the City of Hugo. Staff believes the <br />water service agreement needs to be in place before Hugo will consider the final plat. <br />Council Member Carlson asked if the agreement will automatically expire in four (4) years. City <br />Engineer Powell stated the agreement will automatically expire unless it is specifically extended. The <br />City of Hugo is aware of that stipulation. <br />Mayor Bergeson asked if the City of Hugo is addressing their long-term water needs. He stated he <br />does not want the City to provide service for a period of time and realize at a end of the agreement <br />Hugo has not done what they needs to do for their own water service. <br />City Engineer Powell stated he believes Hugo is making defin' . o es. �$ .,?ding their water needs. <br />Council Member Reinert stated he is comfortable with ecause the rising costs would <br />eventually make Hugo address their needs. Staff feels the agreement would <br />terminate and then go into • io` extend the agreement. <br />City Attorney Hawkin R ate "`e would like to review the language in the agreement. <br />City Engineer Powell stated the agreement will have residents of Hugo contributing to the <br />replacement of the water systems plus ten percent. <br />Council Member Reinert moved to adopt Resolution No. 01 —157, giving the City Attorney the <br />latitude to review and change the language regarding the termination of the agreement. Council <br />Member O'Donnell seconded the motion. Motion carried unanimously. <br />Resolution No. 01— 157 can be found in the City Clerk's office. <br />Consider Resolution No. 01-158, Award of Contract for Twilight Acres Sanitary Sewer <br />Extension (3/5 Vote Required), John Powell — City Engineer Powell advised at the September 10, <br />2001, meeting the City Council received the bids for the referenced project. The low bid was <br />received from Volk Sewer and Water, Inc. in the amount of $257,373,50. The project was bid with a <br />14 <br />
