CITY COUNCIL WORK SESSION NOVEMBER 21, 2001 DRAFT INTERIM ORDINANCE PROHIBITING RESIDENTIAL SUBDIVISIONS, JEFF SMYSER/MICHAEL GROCHALA City Planner Smyser distributed a memo regarding the adoption of an interim ordinance. He referred to the draft ordinance noting the purpose of the moratorium is to allow time for the City to amend its ordinances to implement the Comprehensive Plan. He reviewed the draft ordinance noting what the moratorium will and will not include. Councilmember O'Donnell referred to the cover sheet that states "an interim ordinance that will prohibit new residential ..." and stated the word "prohibit" indicates something that is not in the spirit intended by the ordinance. He requested s change the wording. City Planner Smyser reviewed the schedule for the interim ordin a ce no 't would be effective 30 days after it is published. He also distributed and re ed a; ntative schedule for Amending Official Controls. He noted it will s ction to extend the moratorium. Community Development Director Grochala advised o velopment Assistant Divine is working on a press release to give info tion out the moratorium.
