CITY COUNCIL WORK SESSION DECEMBER 12, 2001 <br />CONSIDER OFF -SALE LIQUOR LICENSE REGULATIONS, ANN BLAIR <br />City Clerk Blair distributed information regarding off -sale liquor licenses including a <br />survey of other cities and questions the Council needs to answer in regard to regulating <br />off -sale liquor licenses. The information also included a copy of the Blaine Code and a <br />League of Minnesota matrix of licenses. She asked for direction from the Council <br />regarding the regulation of liquor licenses. She stated there are currently seven (7) off - <br />sale liquor licenses within the City noting the name of the establishment and type of <br />license. <br />Councilmember Reinert stated this issue needs to be addressed b <br />regulate something that may not need to be regulated? He added <br />look at who makes a living from the licenses. <br />Councilmember O'Donnell asked if all the establishments <br />on -sale licenses. Chief Pecchia stated the off -sale license <br />scrutiny as the on -sale license holders. The establis <br />are planning to have a retail store at some point in the <br />compliance checks on all license holders. <br />Councilmember Carlson stated the City is lik <br />more development and the City should be p <br />she would like to see some staff reco d <br />ould the City <br />City needs to <br />ame scrutiny as <br />under the same <br />an off -sale license <br />epartment is doing <br />some restaurants come in with <br />have a plan in place. City Clerk Blair advised existing <br />titlement to a renewal license, so long as the <br />action it takes to deny a license. <br />City Administra <br />recommendation <br />sed staff will do more research and bring a <br />the Council. <br />Councilmember O'Dell inquired about the type of zoning required for a liquor <br />license. City Clerk Blair indicated she believes a liquor license can only be obtained in <br />commercial zoning areas.
