He stated that the intent was to establish a list of who <br />will be working on the process and determine the rules and responsibility of the members of the Task <br />Force, as well as the role the Council will play in the process. He felt that s issue has not yet been addressed. <br />Mayor Bergeson noted one question in the fact sheet information was why the City cannot get the new <br />ordinances in place without suspending new residential development for one year. He stated the <br />answer to that question had been that the City could, but it would take longer because City staff <br />members, who will be key to rewriting the regulations to enforce the Comprehensive Plan, will have a <br />window of time free from reviewing new applications to devote to this revision of the zoning and <br />subdivision codes. He felt that this answer meant that the reason for needing a moratorium was due <br />to a lack of resources. He felt that if this was the primary concern, then the City should discuss <br />obtaining more resources to allow the rewriting of the regulations and the reviewing of new <br />applications at the same time. <br />15 <br />
