CITY COUNCIL WORK SESSION JANUARY 9, 2002 bituminous plants are not open yet. The trail cannot be completed until those plants are open. He asked if they can proceed with the grading until the bituminous gets down. City Engineer Powell stated that he believes the intent of the condition is the trail has to be complete before grading is done due to safety issues. Mayor Bergeson stated this is another detail that staff is responsible for and the Council would have to take a specific action to change the conditions of approval. Councilmember Dahl stated she specifically asked the developer f the conditions were acceptable and he indicated they were. Councilmember Reinert thanked staff for the schedule and -stated there are tools to keep the process on schedule. He asked if staff can prepare for a faster schedule, and also what will happen if the Council does not approve the ordinance changes.
