CITY COUNCIL WORK SESSION JANUARY 9, 2002 <br />adjusted to go faster. The Council will have to have special meetings to work out any <br />problems with the ordinance changes. <br />Councilmember Reinert stated he wished the process would have been structured to <br />accomplish the things necessary to protect the City. Once that was done, the moratorium <br />could have been lifted and the Task Force could have continued to work on the new <br />ordinances. <br />Community Development Director Grochala advised the second reading of Ordinance 23 <br />— 01, Moratorium on New Residential Development will be on the regular agenda <br />Monday, January 14, 2002. <br />Mr. Matthew Weiland, developer, came forward and stated he h. een .ing with Mr. <br />Andy Cardinal for over a year on developing his property. A lot s already been <br />done and a preliminary plat will be submitted on Monday. . e'• ants to be able <br />to move forward with the plan even though the moratoria effect. <br />Community Development Director Grochala stated the op '' evelopment needs <br />MUSA and a rezoning would be necessary. He advised Mr. Weiland to stay in contact with City <br />Staff. <br />Mr. Peter Coyle, attorney for Mr. Gary Uhde, came forward and stated they are concerned <br />because they have a staged development that has been in process since 1992. The lots are <br />already sold based on the old ordinances and a significant investment has already been <br />
