The City does not want to pursue a <br />referendum that does not have a good chance of passing. <br />City Administrator Waite Smith advised there is a timing issue and the lead story in the <br />City's quarterly newsletter is going to be on the complex. Staff also thought the <br />information on the complex may be too confusing to conduct a thorough phone survey. <br />
