COUNCIL MINUTES FEBRUARY 11, 2002 <br />Mayor Bergeson stated another possibility is that utilities could go through without a road being <br />developed. <br />Councilmember Carlson stated that is less likely because putting the utilities in with a road is more <br />cost effective. <br />Mayor Bergeson referred to the Church's concern regarding diminished use of the property because of <br />the easement. The Church still has use of the easement unless the Church wants to construct <br />something on the easement. There is no restriction on the general use of the property and easement. <br />Mr. Mattson asked if the previous plats have been approved. <br />Community Development Director Grochala stated plat approval [ separate process. If the Church has the time the condition can be removed and the Church can apply for a <br />variance. <br />Mr. Mattson stated the Church would like to proceed as is and the Church is agreeable to all the <br />conditions recommended by staff. <br />Pastor Gilbertson expressed his gratitude to the Council and staff for all their help. He stated the <br />outstanding issues point to the need for clear and concise language of what is really approved by the <br />City. If the approval in 1997 had clear and concise language the Church would not have had to go <br />through this process again. <br />10 <br />
