CITY COUNCIL WORK SESSION FEBRUARY 20, 2002 <br />Mr. Beard stated there may be some constraints that are identified that will need further <br />investigation. The intent is to determine feasibility and issues that need to be resolved to <br />move forward. The Beard Group would like to break ground on the project next spring. <br />He noted it is difficult to phase this type of development because so much of the <br />development is dependent on each different aspect of the project. <br />Councilmember Carlson asked if a branch library is a state bonding issue. <br />Mr. Beard indicated he does not know who pays for a branch library. That issue would be <br />tested in the feasibility study. <br />Mr. Pearnon gave his background regarding his involvement in the project and stated he <br />is very excited to be a part of the development. <br />Mayor Bergeson stated the Council would like to see othe p,; ects the Beard Group has <br />done within the Twin Cities. <br />Mr. Beard stated he would like to attend another meet i me, d .resent other projects and <br />details of those projects to the Council. <br />Mrs. Tagg referred to page 1, item 3 of the deve : . m agreement regarding a third <br />party. She asked that the language be clarifie on + , t item. <br />Mr. Beard stated that item does not refer e Tagg property but he will clarify the <br />language. <br />Councilmember Dahl requested a ects the Beard Group has done and a <br />business card. <br />Economic Development stated a list of the Beard Group projects will be <br />included in the Friday upda <br />Mayor Bergeson noted the Council is interested in the housing plan that may include <br />affordability units and senior housing. <br />Community Development Director Grochala stated Staff does want to maintain the <br />housing plan within the development and will continue to work on that component of the <br />plan. <br />Councilmember Carlson suggested the possibility of condominiums within the plan. <br />Mr. Beard stated condominiums have been considered and will be included in the plan <br />based on an association. <br />Councilmember Carlson asked about the possibility of working with Assisted Living. <br />
