CITY COUNCIL WORK SESSION <br />FEBRUARY 20, 2002 <br />Mr. Peamon noted he is present as a real estate partner and not a representative for <br />Fairview Hospital. <br />Mr. Beard stated his company primarily does redevelopment work and the firm is located <br />in Hopkins. He stated he has had many meetings with Staff and has come up with a <br />preliminary draft plan. The plan is community -driven and the Beard Group is proposing <br />the City enter into an agreement with them for 90 days to determine if the plan is <br />economically feasible. <br />A draft of the preliminary development agreement was distributed and "Exhibit D" <br />relating to the economic feasibility study was noted. If it is determined that the project is <br />economically feasible, the Beard Group will come back with a development plan based <br />on what has already been done on the project. Mr. Beard indicated he would like to be in <br />the master planning role on the project. There is nothing binding about the agreement <br />and the City can terminate the agreement after 90 days. <br />Community Development Director Grochala stated the C fin• uld review the <br />agreement and more discussion will be held at the next ork Session. Staff is very <br />comfortable with the 90 day agreement and working eard Group. The <br />agreement will give the City a plan to move the pry, ec orward and is a good opportunity <br />for the City. The Feffercron Company was hesitant to have a <br />development agreement. The Duffy Company is still very interested in doing the senior <br />housing. <br />Councilmember O'Donnell asked if there would be another waiting period or phase after <br />the 90 days has expired. <br />2 <br />
