COUNCIL MINUTES MARCH 11, 2002 <br />Mr. LeBlanc noted for many years there had been a great deal of boat traffic to the south of the island, <br />therefore the herons migrated to the north end of the island. He felt that the intense boating activity to <br />the north of the island has greatly disturbed the birds. <br />Mr. LeBlanc stated a slalom water skiing course is particularly damaging to a lake because it covers <br />such a large area and is a very aggressive, fast and repetitive activity. He noted this was not the first <br />time this issue has been discussed. He indicated in 1999 a meeting had been held regarding a slalom <br />course that had been setup in 1998, which appeared to disturb the birds. <br />Mr. LeBlanc presented the City Council with a letter from Jon Oyanagi, Anoka County Park <br />Operations Manager, who, per the decisions made at the April 27, 1999 Peltier Lake Association <br />meeting, indicated the decision had been made that water skiing should not be allowed in the area <br />north of the island. He felt it discouraging that the results of this meeting were being totally ignored. <br />Mr. LeBlanc presented another image depicting the damage to <br />course. He felt that some <br />people did not understand the seriousness of this situation and he felt a no -wake zone is needed to <br />protect the birds, wildlife and plants for now and for future generations. <br />Mr. LeBlanc stated he had signatures from 80 residents, 18 of which are lakeshore property owners, <br />who support a no -wake zone on Peltier Lake. <br />Paul Chapin stated he is a White Bear Township resident with no vested interest in this issue. <br />However, he has known Mr. Lindner and his family for 15 years. In his dealings with Mr. Lindner he <br />has found him to be a very outstanding individual and he felt the City of Lino Lakes should be proud <br />to have him as a community member. He stated he has been a life-long resident and property owner <br />on Bald Eagle Lake, and his family members have lived in that area since the 1880's. He indicated <br />his father had been one of the founders of the Bald Eagle Water Club in 1953 and the lake has had a <br />14 <br />
