COUNCIL MINUTES MARCH 11, 2002 <br />Alternative No. 2 - A slow/no-wake zone north of a line running east and west located 200 <br />feet south of the south end of the island and angling approximately 60 degrees north northeast <br />from a point directly south of the southeast corner of the island to the east shore of the lake as <br />marked by buoys. The point on the east shoreline is located on Ronald Marier's property, due <br />west of the southernmost of the two outbuildings and would be identified with a permanent <br />survey marker. The point on the west shoreline is located on Anoka County's property, and <br />would be identified by a permanent survey marker. <br />Councilmember O'Donnell seconded the motion. <br />Councilmember Reinert moved to amend the motion to limit the ordinance to two years in order to <br />ensure the rookery situation is monitored and that the reason for the abandonment of the island by the <br />great blue herons is determined. <br />City Administrator Waite Smith suggested that an exact date be .; d for the termination of the <br />ordinance since the start date of the two year time period could e o •.m ento into pittation. <br />Councilmember Carlson suggested the ordinance expire tw± e. om the date the ordinance <br />officially takes effect. <br />Councilmember Reinert noted other cities with hero <br />through July 15, which reflects the nesting perio <br />ordinance of July 15, 2004. <br />Councilmember Carlson believed the nest <br />birds need one additional month to learn <br />es restrict lake access from April 1 <br />erons. City Clerk Blair advised upon expiration it will be her responsibility to <br />bring the item forth to the Council on an agenda. <br />Councilmember Carlson opposed the proposed amendment to the motion since she felt the ordinance <br />can at any time be brought up for reconsideration. She felt the end -date of the ordinance could be <br />sooner than two years, or it may be found unnecessary to remove the ordinance. <br />23 <br />
