CITY COUNCIL WORK SESSION MARCH 20, 2002 <br />responsibility for supervising or approving the project as a whole. In this case, it is the <br />City of Lino Lakes, and so the EQB forwarded the petition to the City. <br />The project may not be started and no final governmental decision can be made on the <br />project until the EAW process is completed. The project proposer, Mr. Ed Vaughan, has <br />been notified that no further work is to occur on the site. <br />Because of the potential impacts of the project, it is appropriate to prepare an EAW. The <br />EAW process is typically 3-4 months long and it will determine if an Environmental <br />Inventory Study (EIS) is necessary. <br />Councilmember Carlson asked if the Planning and Zoning Board discussed the EAW. <br />Community Development Director Grochala stated the EAW was discussed but it was not <br />an action item. <br />Councilmember O'Donnell clarified that the EAW will dete an EIS needs to be <br />done. <br />Community Development Director Grochala stated the <br />were necessary. He stated he has eady gone through the issues that the EAW will address. <br />He noted there is an exemption for 20 lots or less, but this project is not exempt because <br />it is in a shoreland overlay district. There are no wetland impacts relating to this project. <br />Mr. Kirk Corson, resident of Lino Lakes, stated the variances and the PDO are big issues <br />but the bridge itself is a permanent structure and its impact needs to be addressed. The <br />City does not want a future liability with the bridge. The City is essentially responsible <br />for the bridge. A lot more details are needed relating to the bridge itself. <br />Mr. Vaughan stated he has a video presentation about the bridge if the Council would like <br />to view it. <br />4 <br />
