COUNCIL MINUTES MARCH 25, 2002 <br />been expressed by several of the lakeshore property owners that live on the northeast shore of Peltier <br />Lake that the proposed angled no -wake zone line excluded those lakeshore owners from the no -wake <br />zone. Their primary concern was for high-speed motorized watercraft activity traveling close to the <br />proposed angled line, thereby impacting the safety of the swimmers near the lakeshore. <br />Mr. Perry advised a neighborhood meeting was held involving 10 of the lakeshore property owners <br />and eight of those 10 property owners recommended that the no -wake zone line run straight across the <br />lake and not angle to the northeast. Therefore, Anoka County's new recommendation to the City <br />Council, in the interest of the property owners and public safety concerns, was that the no -wake zone <br />line run straight across the lake and not angle to the northeast as previously proposed. <br />Mr. Perry added literature reviewed by Anoka County states motorized watercraft impacts on heron <br />rookeries range from 100 meters to 500 meters. She stated Councilmember <br />O'Donnell had been absent from that work session and asked that Community Development Director <br />Grochala restate this suggestion. <br />Community Development Director Grochala suggested the ordinance be amended by removing the <br />sunset clause and adding a new clause directing City staff to report back to the City Council by a <br />certain date on the results of the no -wake zone, including whether or not the herons have returned to <br />the rookery and whether the no -wake zone has improved the aquatic vegetation on the north end of <br />the lake. <br />Councilmember Carlson noted the follow-up report should include an update on other issues, such as <br />the fish hatchery and shoreline erosion. <br />4 <br />
