COUNCIL MINUTES JULY 8, 2002 <br />had been asking that the cost of the project be reduced further. She questioned whether some of the <br />cost of that project would come from the Surface Water Management Fund. <br />Community Development Director Grochala stated this was not the case. <br />Councilmember Carlson stated she would like to see a copy of the City's policy regarding the Surface <br />Water Management Fund when reviewing the Five -Year Financial Plan. <br />Councilmember Carlson noted two of the residents in attendance this evening had expressed concerns <br />regarding water entering into their septic systems and questioned why this was occurring. City <br />Engineer Studenski stated research was ongoing regarding this issue. <br />Councilmember Carlson asked that when the follow-up information is sent to the residents, their <br />options at this point be spelled out very clearly. <br />Mr. Rehbein noted closing the public hearing would not close th doo a residents who wish to voice <br />their opinions or to oppose the project. <br />Mayor Bergeson asked Councilmember Carlson, if the io ose the public hearing failed, <br />would she intend to make a motion to continue the pu w ' ,acing. Councilmember Carlson stated <br />she would vote in favor of closing the public hearing . He noted City staff has discussed the notion that the length or the magnitude of the project <br />could change. He stated this could be worked out within the next 60 days if this was what the <br />residents wanted. He noted, although the overall cost of the project would decrease, the cost to <br />extend sanitary sewer only would increase the cost of that portion of the project. <br />Community Development Director Grochala noted the extension of utilities down Marshan Lane had <br />been driven by a proposed subdivision, which would require both water and sanitary sewer. <br />Mr. Rehbein stated he would like better information to be submitted to the residents regarding what <br />their assessments would be if his lot was split. He questioned what four residents were opposed to <br />
