CITY COUNCIL WORK SESSION SEPTEMBER 4, 2002 <br />COMPREHENSIVE PLAN, GROWTH MANAGEMENT POLICY DISCUSSION, <br />JEFF SMYSER, MICHAEL GROCHALA <br />City Planner Smyser distributed and reviewed a list of points relating to the policy <br />decision regarding Growth Management. Staff asked Council to review the information <br />because decisions are going to have to be made very soon. <br />Mayor Bergeson suggested a special meeting be scheduled to discuss the Growth <br />Management Policy decisions. <br />2002 REFERENDUM FOR ROAD RECONSTRUCTION, MICHAEL <br />GROCHALA <br />Community Development Director Grochala advised the re ,.cndum for road <br />reconstruction has been an ongoing issue. Work on that issu a started last year. The <br />City needs to take action Monday night if the referendum wi be o s year's ballot. He <br />noted the projects that would be included for year 2003 • 1 he project for 2003 <br />will cost approximately $1.1 million and approximately .1 Ilion in 2004. The City <br />would assess approximately $2,000 per lot for the sproximately $1,000 per lot <br />for sewer, similar to the last road reconstruction p " h If the road reconstruction <br />referendum goes forward, neighborhood meeting- it scheduled in October. <br />Mayor Bergeson suggested the City develo a - otic ystem replacement plan similar to <br />the road reconstruction plan. <br />Community Development Director t : . •= s ated that if sewer and water is included in <br />the referendum more time would It was anticipated that the referendum would <br />only include street and storm se <br />Councilmember Dahl st a is + d about the timing of the referendum due to the <br />slow economy. <br />Mayor Bergeson advised he rconcerned about the City getting too far behind on road <br />reconstruction projects and never being able to catch up. <br />Councilmember Reinert stated this is how the City repairs road. The referendum needs to <br />move forward and if the process fails the City has to rethink how it can fix roads. <br />Councilmember Carlson stated she is concerned about having to make a decision at the <br />last minute. <br />Councilmember Reinert stated that if more preparation time is needed the City should <br />start the process in January and put it on next year's ballot. <br />Councilmember O'Donnell agreed with Councilmember Reinert. <br />
