• <br />• <br />CITY COUNCIL WORK SESSION <br />DATE <br />TIME STARTED <br />TIME ENDED <br />MEMBERS PRESENT <br />MEMBERS ABSENT <br />CITY OF LINO LAKES <br />MINUTES <br />SEPTEMBER 18, 2002 <br />: September 18, 2002 <br />. 5:37 p.m. <br />. 10:13 p.m. <br />: Councilmember Dahl, Carlson, <br />O'Donnell (5:53 p.m.) and Reinert <br />: Mayor Bergeson <br />Staff members present: City Administrator, Linda Waite Smith; .Community <br />Development Director, Michael Grochala; City Engineer, Jim Studenski (part); and Chief <br />of Police, Dave Pecchia (part) <br />MARTY BOECKMAN, HOLTE POND MATTERE, JIM STUDENSKI <br />Mr. Boeckman distributed a picture of the area in question taken when he first purchased <br />the property. He also distributed information fit& ie Rice Creek Watershed District <br />regarding the reason why the City should mitigate the pond. He noted nothing was <br />determined at the Rice Creek Watershed District's last meeting. <br />City Engineer Studenski advised the next meeting regarding this issue is Monday, <br />September 23 at 9:00 a.m. <br />Mr. Boeckman indicated the City may be exempt from the pond mitigation and that will <br />be determined at the next meetin <br />City Engineer Studenski stated that once a decision is made, staff has stressed that the <br />situation needs to be taken care of as soon as possible. Mitigation should not hold the <br />construction back. If it is determined that the pond does not have to be mitigated, work <br />will begin in approximately two weeks. The pond was pumped one foot below the <br />basement level this morning. The water level in the pond will continue to be monitored. <br />Acting Mayor Reinert asked where the City would mitigate the pond. City Engineer <br />Studenski advised the City has already been approved for mitigation in the Otter Lake <br />area. <br />Mr. Boeckman inquired about any delay from the contractor gaining access to the pond. <br />City Engineer Studenski stated the contractor has not indicated any problem with gaining <br />access to the area to complete the project. <br />
