COUNCIL MINUTES SEPTEMBER 23, 2002 <br />Councilmember Dahl stated the entire Council is very concerned with the roadway and all know it <br />needs to be redone. But to the extent, they do not agree. She stated she was under the impression that <br />when it first started, it was only from Birch Street to Lake Drive and the County was giving a bonus <br />since there was extra money to do from Birch Street to County J or 85th Avenue. <br />Councilmember Dahl asked if the draft resolution should just be from Birch Street to Lake Drive <br />since that was her understanding from Anoka County and is the area of concern for Councilmember <br />Reinert. <br />Councilmember Reinert stated the whole roadway needs to be improved and to piecemeal at this point <br />in time is not reasonable. <br />Mayor Bergeson noted a letter was sent to the County that contained the same information included in <br />the resolution. It is staff's recommendation to adopt that resol <br />Councilmember O'Donnell moved to adopt Resolution No. 02 - <br />for reconstructing CSAH 49 from Lake Drive to County Ro <br />motion for discussion purposes. <br />Councilmember O'Donnell indicated he has stated hi <br />a decision. He noted that two and one-half years h <br />compromise has been reached to provide safe pas <br />ing Anoka County's design <br />cilmember Dahl seconded the <br />n before and believes it is time to make <br />nt working with Anoka County and a <br />. He stated he will support the motion. <br />Mayor Bergeson stated he supports the motio- d proceeding with the road. He stated it is not <br />exactly the road the City would have desie Council is not traffic engineers and he believes <br />this is a reasonable design and compro be een the original proposals of Anoka County, Staff, <br />and citizen groups. Mayor Bergeson = a Y. uld not be a negative for the community, but would <br />be an asset. He stated he does not ee i F out e described as a four lane divided freeway because <br />it does not have 70 mph freeway spe e noted it will contain landscaping even north of Birch <br />Street and south of Birch S + evided highway with the opportunity of striping to three <br />lanes. Mayor Bergeson note is ccurring in Shoreview and he would support that same design <br />in Lino Lakes so it is the same om Highway 96 up to Birch Street. <br />Mayor Bergeson noted that north of Birch Street it is already divided and the new bridge will not <br />occur unless it can accommodate four lanes. He stated that having four lanes north of Birch Street <br />seems to him to be a natural so he has no problem with four lanes. Mayor Bergeson restated he would <br />support the motion. <br />Councilmember Dahl stated she has quite a few comments. She stated she agrees with <br />Councilmember Reinert on a lot of issues he raised but the problem she has with the divided highway <br />is the median in it. According to Anoka County Engineers, they will not agree to the design without <br />the median. She stated that Councilmember Reinert discussed a reliever for traffic on highways <br />which she believes to be correct. She stated it was mentioned that besides truck traffic, the medians <br />and wider lanes could accommodate 18 -wheelers which she does not want coming through Lino <br />10 <br />
